On
February 6, 2015, the Petitioner submitted a Preliminary Subdivision Plan
application to create a 2.776 acre lot, leaving an app. 19 acre un-platted
non-transferable balance. The proposed lot is located northwest of the
intersection of Elk Vale Road and Anamosa Street. Anamosa Street is
classified as a Principal Arterial Street, and per the City Infrastructure
Design Criteria Manual, arterial streets are required to have parallel water
mains to allow the extension of water service to adjacent properties without
having to cross the arterial street. In addition, the City’s approved
Utility System Master Plan shows extension of parallel water mains along this
portion of the Anamosa Street corridor to accommodate the City’s Low Level
and North Rapid High Level Water Service Zones. The HDR East Anamosa Street
Extension Study, Revised Final Report, May 24, 2000 and the AE2S Technical
Memorandum Elk Valve Water Storage Reservoir, April 10, 2008, also identify and
detail the installation of parallel 16” High Level and a 20” Low Level Mains
along Anamosa Street to serve the two water service zones and existing and
future water reservoirs. Anamosa Street paving and curb and gutter were
installed as part of the 2002 Rushmore Business Park Phase III Infrastructure
Improvements project with a single 16” water main being installed along the
south side of the street as part of the City’s 2004 East Anamosa Water Main
Extension project. Per the IDCM and referenced reports, the installation of
a 20” water main along the north side of Anamosa Street is required.
Installation of the required water main improvements would be eligible for
Oversize Reimbursement.
